2024 Annual Meeting Minutes - October 28

Draft of Minutes from October 28 Annual Meeting

The Pensacola Beach Advocates met at 6 PM on October 28th in Randle Hall at The Beach Church.  A pizza and beer Social was had by the members from 5:30 to 6 PM.  Rhonda Dorfman, President, led the crowd in the Pledge of Allegiance and Diana Davis led the invocation.  Among the 70 guests that were present were board members: Greg Hodges, Rhonda Dorfman, Arthur Leary serving in place of Glenn Windham as Treasurer and Dr. Jesse Pennico.  Karen Pace and Mike Pitou were absent.

Rhonda thanked her current Board of Directors for their work this past year, recognize the loss of Betty, Lee Sundstrom and DAN Smith, and welcomed special guests such as Mike Burns - Executive Director of SRIA, Jeremy Johnson - elected board member for the SRIA, and Ashlee Hofberger - newly appointed District 4 county commissioner.  She also recognized those guests who are running for office in the current election year.  They are Ashlee Hofberger for County 4 District Commissioner, Carissa Bergosh and Rick Holzknecht for Escambia School Board, Dr. Tom Campanella and Jeremy Johnson for SRIA elected Board Member, and Kim Kline for State Representative District 2.

Next Arthur Leary gave the Treasurer's Report and the minutes.  They were both approved.

Next, the ballot for the 2024–2025 Board of Directors and treasurer was presented.  On the ballot was Rhonda Dorfman, Greg Hodges, Dr. Jesse Pennico, Steve Luppert, Bob Kellner and Sharon Loper to replace Glenn Windham as Treasurer for the Pensacola Beach Advocates.  The audience was asked if there were any nominations from the floor.  There were none.  By show of hands the entire slate of candidates was approved.  In addition to board positions, I offered up two volunteer opportunities that are not board positions.  One of them would be to attend SRIA meetings and the other one would for a block captain on their street.  We also discussed the volunteer opportunities that Ocean Hour provides every other Saturday maintaining and cleaning up our beaches.  Shelley Johnson was also recognized for her donation of time and help on the Sea Turtle Baby Shower and designing our fliers.

Dale Perkins, our elected official on the Escambia County Utility Authority was our guest speaker.  He and Randy Spears both spoke about the water reclamation facility that is located on Pensacola Beach.  He discussed the facility, how it worked, and size of the water treatment facility.  He explained it’s capacity for processing sewerage, improvements that have been made in the past few years, along with the current project that is ongoing on the beach and the timeline for completion, which is spring of 2026.  New water treatment technologies were also discussed, along with the pros and cons and cost of removing the water transfer facility off of the beach.  Questions were asked by the audience about capacity, new technology and cost.

The next speaker was appointed District 4 Commissioner Ashlee Hofberger.  She commented that she had just taken office, but was still running for office and that she and Mr. Perkins had already worked on returning the water fountains to Cowley Park and other parks within our district.  She commented on her Santa Rosa Island Authority appointment, and assured the audience that , he/she would be a leaseholder.  She also mentioned that the new County Commissioner would also be appointing someone who had a leaseholder interest on the beach.

We heard from Christian Wagley of Healthy Gulf.  He gave a brief presentation on how he became involved in the organization, what their mission statement was, and how our membership could help.  He discussed their efforts to fight against the Manna fish farm, fighting oil and gas drilling and their efforts to promote the existence of the Rice Whale.

Next Rhonda Dorfman discussed some goals that they have been working on this past year such as beautification, crosswalks, short term rentals, code enforcement, and the results of the poll.  She also mentioned that they started the Live and Learn series: meetings this year included one on insurance premiums, the capacity and capabilities granted by the statute for SRIA, and the August Candidate Forum that was held.

She also mentioned the fact that the Sea Turtle Baby Shower had been flooded out this past year and that Boogie Inc had credited their account for the DJ.  She also mentioned that the Gulf Coast Turtle Watch non profit would be joining us in sponsoring the Sea Turtle Baby Shower and the funds for that event would go to GCTW as they are trying to raise money for a transport vehicle for injured turtles.

The goals of the poll and some data was released and would be emailed to the membership.  Discussion of the new Trolley and resident wishes that it would run during the day instead of just at 4 PM were mentioned along with our goals for this upcoming year: To get utilities placed underground on Via de Luna, co-location of the 5g polls, and sending all of the list of repairs that people mentioned to the appropriate authorities.

2023 Annual Meeting - October 23

Approximately 80 people attended

Rep. Andrade was our guest speaker.  Board member Mike Pitou introduced him and he answered questions relative to members questions about beach matters: From flood mitigation to short term rentals.  He did address rising costs to insurance and the variables that affect it.  He mentioned inflation, trial lawyers, and fraud. Assignment of benefits was also blamed for rising costs.

Next Mike Pitou opened up the floor for any additional nominations for candidates for PBA board.  He introduced Dr. Jesse Penico and Karen Pace who were on the ballot for the two open seats to replace Chrissy Cook and the seat vacated by John Duncan earlier in the year.  A motion was made and seconded to approve these two candidates for a 2 year term at PBA.  Motion passed.

Next Rhonda Dorfman read the highlights from the 2023 Annual Poll (See attached).  Poll results were emailed to membership the next day.

Christian Wagley from Healthy Gulf spoke briefly about the Manna Fish Farm proposal and the endangered Rice Whale.  He encouraged our members to sign up with his organization if they wanted more information.

Commissioner Bender faced heavy artillery questioning about when he was going to introduce the STR and other matters from Tom Jardine.  Questions included beach restoration and the BOCC constant criticism of beach residents and misappropriation of funds according to some members.  Discussion was had about making SRIA board members full time beach leaseholders.

Questions were also raised about the new animal control officer and moving Dog Park West.

All elected officials present were recognized and given the opportunity to speak.  Officer Barnes mentioned the sheriff deputies will respond when called and are available to check in on homes if residents asked when they are out of town.

  1 - They don’t look bad and they obscure the view of the ECUA water tanks. We frequently waste millions of dollars in lease fees. It’s likely that if we remove those toll booths that we will reinstall them within three years.

  1 - There are too many cars arriving at the same time on the same days, so that creates a parking shortage. A functioning transit system in the two-county area is needed.

  1 - NOT a parking building. Utiliize parkingi allthe way downthe beach and add all-day trollies all year.

  1 - A REAL CHALLENGE, PARKING GARAGES ARE A BOTTLENECK, BUT DUE TO SPACE AVAILABLE MAYL BE THE ONLY SOLUTION. THE BOTTOM LINE IS MORE AUTOS DRIVE ON TO THE THE BEACH THAN THE PHYSICAL SPACE AVAILABLE ON THIS BARRIER ISLAND.

  1 - Not until the current traffic situation is improved. We can't control the traffic we have efficiently now.
